Navigating a Just and Feasible Coal Transition: Policy Mix and Local Responses in China

Public participation has become an essential element of effective cultural heritage governance globally. This lecture introduces the legal framework and practical operation of heritage protection in China in relation to tangible and intangible cultural heritage, while considering how Chinese practices align with international heritage norms. It provides an overview of the role of public participation in China’s heritage protection and its implications for identity, authenticity, and rights. The lecture then examines the historic alum-mining landscape of Fanshan in Zhejiang Province as a case study, focusing on the gap between formal institutional channels for participation and communities’ sustained influence on heritage decision-making, particularly regarding access to information, representation, and governmental accountability.
